WHO IS THE REGISTRAR OF THE COUNCIL OF ARCHITECTURE IN INDIA?
The Council appoints a Registrar who acts as its Secretary and who also may act as its Treasurer. The present Registrar is Shri Vinod Kumar. Tel: 011 – 41504552.
WHO MAINTAINS THE REGISTER OF ARCHITECTS IN INDIA?
The Council prepares and maintains a Register of Architects in India. Any person desirous of carrying on the profession of 'Architect' must have registered himself with Council of Architecture. For the purpose of registration, one must possess the requisite qualification after having undergone the education in accordance with the Council of Architecture, Minimum Standards of Architectural Education Regulations, 1983. The registration with Council of Architecture entitles a person to practice the profession of Architecture, provided he holds a Certificate of Registration with up-to-date renewals. The registration also entitles a person to use the title and style of Architect. If any person falsely claims to be registered or misuses title and style of architect, such acts tantamount to committing of a criminal offence, which is punishable under section 36 or 37 (2) of the Architects Act, 1972.
WHO PRESCRIBES THE STANDARDS OF ARCHITECTURAL EDUCATION IN INDIA?
The Council prescribes the minimum standards of architectural education required for granting recognized qualifications by colleges or institutions in India. The standards of education being imparted in these institutions is governed by Council of Architecture (Minimum Standards of Architectural Education) Regulations, 1983, which set forth the requirement of eligibility for admission, course duration, standards of staff & accommodation, course content, examination etc. These standards are required to be maintained by the Institutions. The Council has the power to require from time to time, information on the courses of study and examinations conducted by the recognized architectural colleges and institutions and oversees that the standards are maintained periodically, by way of conducting inspections through Committees of Experts.
WHO GRANTS RECOGNITION OF ARCHITECTURAL INSTITUTIONS IN INDIA?
The Council appoints inspectors to inspect any Institution where Architectural Education is imparted, for the purpose of recommending to the Central Government recognition of Architectural Qualifications granted by the Institution.
CAN THE RECOGNITION OF AN ARCHITECTURAL INSTITUTION BE WITHDRAWN IN INDIA?
The Council can also make a representation to the Government to withdraw the recognition granted to a Institution, if it appears to the Council that the courses of study and examination or the staff, equipment, training and other facilities provided do not conform to the standards prescribed by the Council.
WHO REGULATES THE PROFESSIONAL CONDUCT OF ARCHITECTS IN INDIA?
The practice of profession of an Architect is governed by the Architects (Professional Conduct) Regulations, 1989 (as amended in 2003), which deals with Professional Ethics and Etiquette, Conditions of Engagement and Scale of Charges, Architectural Competition guidelines etc. Pursuant to these Regulations, the Council of Architecture prescribes standards of professional conduct, etiquette and a code of ethics for architects.
WHAT IS PROFESSIONAL MISCONDUCT OF AN ARCHITECT?
An Architect is required to observe professional conduct as stipulated in the Architects (Professional Conduct) Regulations of 1989, and any violation thereof shall constitute a Professional Misconduct, which will attract disciplinary action as stipulated under section 30 of the Architects Act, 1972.
